A refusal feels like the end of the process. It usually is not. But the instinct to challenge it is, for most students, the more expensive mistake.

First, read the refusal notice properly

It will say which requirement you failed. That matters more than anything else, because it decides which of your two routes makes sense.

It is not an appeal and it is not a second opinion. It asks the Home Office to check whether the original caseworker made an error on the evidence you already submitted.

Twelve months is the whole point

Your course does not wait. A review that resolves a year from now resolves after the intake you were applying for, and probably after the one following it.

So administrative review makes sense in a narrow case: the caseworker genuinely got it wrong on documents you did supply, and you are willing to wait a year to have that recorded. It does not make sense as a way to get to your course.

Reapplying, and what it costs you

Reapplying is faster, but it is not free and it is not simply resubmitting.

You need a new CAS. A CAS cannot be used in a second application once it has been used in one that was granted or refused, so your old one is spent. Your university has to issue another.
You pay the £558 application fee again. The first one is not refunded.
You have to actually fix the ground you failed on. A resubmission with the same problem gets the same answer.

If the refusal was financial, that means a fresh 28-day funds window done correctly this time, not the same statement resubmitted.

Choosing between them

The rule that forces the decision: making another immigration application automatically cancels a pending administrative review. You cannot hedge.

A reasonable way to think about it:

The caseworker misread what you sent, and you can point to the exact document proving it, and a year is acceptable: review.
Something was missing, wrong or late in what you sent: reapply. A review cannot consider the thing you did not send.
You need to be on your course this year or next: reapply, whatever the merits.
